How does Madani Economy affect MSMEs in Malaysia

Posted By  jess  at  Aug 09 2023 15:53        849

The MADANI Economy framework, recently unveiled by Prime Minister Datuk Seri Anwar Ibrahim on July 27, 2023, is a strategic blueprint with dual intentions: to propel Malaysia's economic advancement and enhance the well-being of its citizens. This forward-looking approach not only lays the groundwork for upcoming policies but also offers a glimpse into what the upcoming Malaysia Budget 2024 might encompass when presented this October. The innovative underpinnings of the MADANI Economy framework are anticipated to yield supplementary public income, ultimately contributing to an uplifted quality of life across the board. As these developments wield direct influence over Malaysia's business landscape, a closer examination from the perspective of Micro, Small, and Medium Enterprises (MSMEs) is paramount.

Aligned with the MADANI Economy framework, the Malaysian government has articulated seven distinct ambitions to be fulfilled over the coming decade:

  1. Attaining a place among the world's Top 30 largest economies.
  2. Securing a position within the Top 12 global competitiveness ranking.
  3. Advancing to the Top 25 on the Human Development Index.
  4. Increase the share of labor income to 45% of total earnings.
  5. Enhancing Malaysia's standing on the Corruption Perception Index to the Top 25.
  6. Ensuring fiscal sustainability with a targeted deficit of 3% or less.
  7. Increasing the female labor force participation rate to 60%.

How will the framework affect MSMEs in Malaysia?

The implications of this framework on MSMEs in Malaysia are noteworthy. It emphasizes the persistent role of government-linked entities—Government-Linked Companies (GLCs) and Government-Linked Investment Companies (GLICs)—in driving Direct Domestic Investment (DDI) and bolstering local vendors in critical sectors such as electronics, digital economy, and aerospace. The framework also underscores the reinforcement of financial support to stimulate exports, encompassing initiatives like the Mid-tier Enterprise Development Programme and the Market Development Grant (MDG) by the Malaysia External Trade Development Corp (Matrade), supplemented by an additional RM20 million.

Strategic initiatives for enterprises are extensive, including:

  • A supplementary RM1 billion investment, matched by GLICs, to catalyze start-ups and technology-driven entrepreneurship.
  • An added RM100 million infusion to fortify the research, development, commercialization, and innovation (R&D&C&I) ecosystem.
  • A supplemental RM100 million fund was allocated for a matching grant targeted at aiding micro, small, and medium-sized enterprises (MSMEs) in transitioning to a digitally-oriented business model, incorporating the implementation of Digital ID.
  • A substantial RM40 billion in loan facilities and financing guarantees is directed toward the growth of MSMEs.
  • A reduction in tax on the initial RM150,000 of MSME revenue to 15%, down from 17%.
  • A sizeable RM10 billion provision of loans by Bank Negara Malaysia (BNM) to alleviate financial burdens on MSMEs and bolster their business expansion.
  • A 15% tax incentive for skilled workers, coupled with streamlined immigration processes for foreign professionals.
  • An additional RM400 million allocation for micro-loans is managed through agencies such as SME Corp and TEKUN.

Establishing an inclusive and sustainable business environment

An integral facet of the framework pertains to establishing an inclusive and sustainable business environment. This involves ensuring equal job prospects for individuals of diverse backgrounds, spanning religions, races, and genders, while concurrently narrowing developmental gaps between different regions. To actualize these aspirations, the MADANI Economy framework outlines intentions such as:

  • Crafting policies that promote wage increases relative to GDP, aspiring to attain levels aligned with more advanced economies, reaching 45%.
  • Enforcing legislative and regulatory measures to facilitate the reintegration of mothers into the workforce, thereby boosting female labor participation to 60%.
  • Prioritizing equitable opportunities for underprivileged and low-income groups, particularly through scholarships and comprehensive education support.
  • Adhering to a geographically-focused industrial policy that delineates activities and investments based on regions, in a bid to bridge developmental disparities.

In conclusion, the MADANI Economy presents a transformative path for MSMEs in Malaysia, redefining their roles and potential. As the framework's principles ripple through the business landscape, MSMEs are poised to benefit from increased funding opportunities, technological integration, and a supportive ecosystem for growth. Embracing the MADANI Economy's ethos of inclusivity and sustainability, MSMEs stand to thrive and contribute significantly to Malaysia's economic fabric. By adapting and leveraging the advantages it offers, MSMEs can navigate new avenues of success and fortify their position in the evolving economic landscape.
